Evelyn Lois Ragsdale was born on July 29, 1903 in Pottsville, Pope County, Arkansas. She was the third child born to Excelsior and Emma Ragsdale. In 1930, Evelyn was living with her parents on Washington Street in Illinois, Pope County, Arkansas. She was a teacher at a public school at that time.
On July 5, 1939, Evelyn married Charles O. Williams in Pope County, Arkansas. She was just a few weeks shy of her 36th birthday.
Evelyn Lois Ragsdale Williams died in July 1979, in Pope County, Arkansas. She was 76 years old.
